Your Committee on Agriculture, Water, Energy, and Environmental Management,to which was
referred Communication No. 546, reports as follows:
Communication 546, transmitted by Mayor Harry Kim, dated October 18, 2019, nominates Melissa
Rose Cardwell of Council District 5 to the County of Hawaii Environmental Management Commission.
As introduced by Ms. Rose Bautista, Executive Assistant for Mayor Kim, Ms. Cardwell has been an
island resident for the past 17 years. She participates in Surfrider initiatives by collecting water samples
to test for bacteria in Hilo, and has created the community group "Plastic-Free Big Island" with the
intent to educate the community about reducing plastic consumption. Ms. Cardwell is not affiliated with
any political party and if confirmed, will fill a vacant term to end December 31, 2020.
Nominee Cardwell addressed the committee noting her concern with the environment and looks forward
to implementing positive change in waste stream management as a part of the Environmental
Management Commission team.
Council Members echoed each other in appreciation for her availability and how innovative thinking is
necessary for long term solutions to address our island's environmental concerns.
Your Committee on Agriculture, Water, Energy, and Environmental Management is in accord with the
purpose and intent of Communication 546 and recommends confirmation of the appointment of
Melissa Rose Cardwell to the County of Hawaii Environmental Management Commission.
