Your Committee on Agriculture, Water, Energy, and Environmental Management, to which was
referred Resolution 301-19, reports as follows:
Resolution 301-19,transmitted by Council Member Herbert M. "Tim"Richards, III, via
Communication No. 462 dated August 28, 2019, was postponed at both the September 17, 2019 and
October 15, 2019 committee meetings, and subsequently heard on November 5, 2019. A Motion to
amend Resolution 301-19, with the contents of Communication 462.11, was unanimously approved.
The intent of the resolution is to empower the Department of Research and Development(R&D) and the
Department of Environmental Management(DEM)to examine comprehensive alternative
methodologies using our waste stream as a resource, with waste management and reduction as the goal.
William Kucharski, Director of DEM, stated that the resolution is extremely timely with the recycling
crisis currently affecting Hawaii County and beyond. The ability to move toward a hydrogen economy
is an option brought up by both Mr. Kucharski and Council Members. Council Members echoed the
need to address the county's waste concerns and that such collaboration would be an ideal approach.
Your Committee on Agriculture, Water, Energy, and Environmental Management is in accord with the
purpose and intent of Resolution 301-19, as amended to Draft 2, and recommends its adoption.
