• <br /> COUNTY OF HAWAII •: '''���'/_* <br /> ` '��j-•��� STATE OF HAWAII <br /> ,•,. +•ate ow:�� <br /> tOF H�' - <br /> RESOLUTION NO. 4i4 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br /> NELHA FOR REIMBURSEMENT OF EXPENSES FOR ITS 10TH ANNUAL OCEAN <br /> ENERGY AND ECONOMIC DEVELOPMENT SYMPOSIUM AND WORKSHOP. <br /> WHEREAS, the Friends of NELHA (Natural Energy Laboratory of Hawai`i Authority) <br /> is a 501(c)(3) nonprofit organization whose purpose is to support public education and outreach <br /> that highlights innovative technological approaches using resources available to NELHA, to <br /> collaborate with partners globally to disseminate appropriate technologies, and to promote <br /> environmentally sound and culturally sensitive use of resources; and <br /> WHEREAS, the Friends of NELHA hosted the 10th Annual Ocean Energy and <br /> Economic Development Symposium and Workshop on November 8-9, 2019, which focused on <br /> the Sister-City relationship between Hawai`i County and Kumejima, Okinawa, Japan, due to <br /> both locations having an Ocean Thermal Energy Conversion (OTEC) plant that sources deep, <br /> cold sea water to create clean energy, food, and fresh water; and <br /> WHEREAS, the event also included a series of presentations and in-depth panel <br /> discussions from the U.S. and Japan OTEC Working Group and the Hawai`i-Okinawa Clean <br /> Energy Cooperation; and <br /> WHEREAS, the Friends of NELHA is requesting reimbursement of expenses for this <br /> event for refreshments, lunch, and ground transportation; and <br /> WHEREAS, the Department of Research and Development supports the integration of <br /> renewable energy systems, energy efficiency improvements, and transportation/fuel innovations <br /> that improve energy self-sufficiency, lower energy costs, and energy resilience; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 8 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Friends of NELHA for reimbursement of <br /> expenses related to its 10th Annual Ocean Energy and Economic Development Symposium and <br /> Workshop. <br />
