RESOLUTION NO. 416 1 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR REIMBURSEMENT OF EXPENSES INCURRED AT THE 2019 HAWAII ISLAND ALL NATIONS POWWOW. WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawai`i Island through sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, BIRCDC assisted with the logistics of the 2019 Hawai`i Island All Nations Powwow, which was held on September 21 and 22, 2019, with the theme "Honor the Earth"; and WHEREAS, BIRCDC is requesting funds as a reimbursement for expenses relating to hotel accommodations for the 2019 Hawai`i Island All Nations Powwow event; and WHEREAS, the Department of Liquor Control supports public programs and events that promote compliance to liquor laws and public safety; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Liquor Control to provide a grant to the Big Island Resource Conservation and Development Council for reimbursement of expenses incurred at the 2019 Hawai`i Island All Nations Powwow. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
