Dear Chairman Chung and Council Members:
It is my pleasure to nominate Judy Sigrid Howard of Council District 1 to the Water
Board. Ms. Howard is a farmer, rancher, realtor and lawyer.
Ms. Howard was born and raised in Hawai'i. She holds a Bachelor of Arts degree from
the University of Hawaii at Manoa and a law degree from the University of Colorado
Law School. Ms. Howard has an extensive background in Water Law having practiced
in that area of law earlier in her legal career.
Ms. Howard is not a member of any political party. If confirmed, she will serve a full
5-year term to end December 31, 2024.
