Re: Operating Budget
The Office of Management in conjunction with the Department of Parks and Recreation
is requesting to utilize $32,000 from the Park Dedication Fund to fund a portion of Phase
2 of the Waimea Trails and Greenways Project. Funding will be used to stake and adjust
an existing easement granted to the County of Hawaii by Parker Ranch.
Enclosed is a bill for an ordinance to appropriate funds for the Waimea Trails and
Greenways Project.
Due to the urgency to complete the work, the Office of Management is requesting that
this bill be waived from the Finance Committee and be placed on the December 4, 2019
Council agenda. If there are any questions, please do not hesitate to call Roy Takemoto
of the Office of Management at 961-8565.

NO. 19-73, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

Please prepare a bill for an ordinance to appropriate $20,000.00 from the Park Dedication Fund for Waimea
Trails and Greenways, create a new capital account for Waimea Trails and Greenways, and transfer the
appropriated Park Dedication Funds to the new capital account. Due to the urgency to complete the work, !
request is also to waive committee.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The appropriation is for Phase 2 of the Waimea Trails and Greenways Project. Phase 2 is located on Parker
Ranch land. Parker Ranch granted an easement to the County for the trail; however, sections of the
easement may be too steep to practically construct a trail. The purpose of the funding is to stake the existing
easement and adjust the easement as needed. Parker Ranch has consented to work with the County and
community in determining the adjustments. Upon agreement of any adjustments, the appropriation would
also cover redescribing and restaking the easement in order to amend the Grant of Easement.
