Chung, Chair <br /> And Members of the Hawaii County Council <br /> FROM: Karen Eoff, Council Member ; <br /> Council District 8 - ' '` <br /> SUBJECT: Report of attendance by Council Members at the Law Enforcement Assisted <br /> Diversion (LEAD) Launch on November 14, 2019 at Council Chambers in Kona <br /> In accordance with HRS § 92-2.5(e), I am reporting the attendance of Council Members Maile <br /> David, Rebecca Villegas, and myself at the launch of the Law Enforcement Assisted Diversion <br /> (LEAD) program held in Council Chambers at West Hawaii Civic Center on November 14, <br /> 2019. <br /> This meeting introduced the LEAD program, which is a pre-booking or pre-arrest diversion <br /> program that will refer repeat, low level drug offenders and other low-level offenders to harm <br /> reduction-based case management and community-based services. <br /> HRS Section 92-2.5(e) provides that two or more members of a board, but less than a quorum., <br /> may attend an informational meeting or presentation on matters relating to official board <br /> business, including a meeting of another entity, legislative hearing, convention, seminar, or <br /> community meeting; provided that the meeting or presentation is not specifically and exclusively <br /> organized for or directed toward members of the board. The section further provides that at the <br /> next duly noticed meeting of the board, the board members shall report their attendance and the <br /> matters presented and discussed that related to official board business. <br /> Please place this communication on the next available council agenda. <br /> Thank you. <br /> KE/wpb <br /> Comm.
