SUBJECT: Report of attendance by Council Members at the Law Enforcement Assisted
Diversion (LEAD) Launch on November 14, 2019 at Council Chambers in Kona
In accordance with HRS § 92-2.5(e), I am reporting the attendance of Council Members Maile
David, Rebecca Villegas, and myself at the launch of the Law Enforcement Assisted Diversion
(LEAD) program held in Council Chambers at West Hawaii Civic Center on November 14,
2019.
This meeting introduced the LEAD program, which is a pre-booking or pre-arrest diversion
program that will refer repeat, low level drug offenders and other low-level offenders to harm
reduction-based case management and community-based services.
HRS Section 92-2.5(e) provides that two or more members of a board, but less than a quorum.,
may attend an informational meeting or presentation on matters relating to official board
business, including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly noticed meeting of the board, the board members shall report their attendance and the
matters presented and discussed that related to official board business.
