The question, as I understand it, is should the County enter into
discussions with the Humane Society regarding dog attacks? The simple
answer is, Yes.
However, the County needs to take affirmative action with or without
the Humane Society before someone gets bitten or killed by these dogs.
The issue of unrestrained dogs and their attacks on individuals has long
been major issue for me.
I have been going for a walk around my neighborhood for over 15 years.
I started out doing an afternoon walk, and after I retired, around 5 years
ago, I also do a morning walk.
I have been attacked by these unrestrained dogs on several occasions.
Four or more times by the same dogs. On one occasion, the police
officer that responded was attacked by one of the dogs.
I called the Humane Society on these occasions and provided them with
the necessary information, house address, type of dogs, time, etc..
The next day the same dogs were out running around. The same dogs
attacked me at lease four times. At no time were the dogs removed from
the home.
It has been my experience when calling the Human Society the
individual answering the phone at Humane Society after hour and even
working hours does not have an understanding of this islands districts.
They have asked me if Pepe'keo is on the East or West side. I had to
give directions on how to get to Pepe`ekeo. Using terms like Hamakua
does not work.

I live on a cud-d-sac (dead end Street) the children would ride their
bikes and play in the neighborhood. Because of these dogs the parents
would not allow the kids to do so.
1 have spoken to both my past and present Council members regarding
this matter and nothing has been done. Dogs continue to roam
unrestrained. The Humane Society has never gotten back to as to what
action they took.

mourn on the lost of our hale. A few weeks or months later, the flow stopped.
As a young hawaiian in this community, I believe in the many realms that we
have and exist. I believe that there is more than one God in our Hawaiian culture, so I
agree with the name Ahu `Aila'au since he, `Aila'au was here before Tutu Pele and he is
originally from Hawai'i. I also agree with the name because of the way things felt while
the flow was happening and what I was hearing and seeing before, during and after this
2018 Kilauea eruption.
