I hope we agree that the best thing to do with waste is do zero waste.
TCOM plans demonstrations in 2020 in Samoa and the Virgin Islands. 1 suggest seeing how those turn
out before making any decisions. ZZ

On March 12, 2012, Plaintiff Richard Paris ("Plaintiff")filed this diversity action against
Defendants Carbon Bio-Engineers Inc....and Michael Lurvey...Plaintiff asserts claims for breach
of contract, breach of fiduciary duty, and unjust enrichment based on his allegedly unlawful
discharge as Chief Executive Officer...of CBE, a company in the business of developing and
marketing a"green"technology for waste disposal.

Executives of a Pennsylvania company that solicited investors for a Waipahu-based renewable
energy firm were charged this week for allegedly running a$30 million Ponzi scheme that
targeted elderly investors.
...the U.S. Securities and Exchange Commission accused Mantria Corp. of Bala Cynwyd, Pa.,
and its principals, Troy Wragg, 27, and Amanda Knorr, 26, of...fraudulent securities offerings.
...Lurvey told PBN that he lost control of Carbon Diversion in late September when Mantria
executives accused him of financial mismanagement and replaced Lurvey and other executives
with their own staff.
OPERATION

--describe each entity and the nature of the partnership, and give contact information.
Describe any TCOM facilities now in operation and any problems they are experiencing.
HAZARDS
Identify hazardous and non-usable products that will remain after treatment. Describe plans for disposal,
for protecting workers, and for preventing environmental contamination.
Describe methods to prevent harmful air emissions. Note that Department of Health oversight has been
challenged in the past re. emissions from cane burning on Maui, and from operations at Puna Geothermal

Indicate whether TCOM will do an Environmental Assessment.
Identify where TCOM would be sited, and whether neighbors want it.
ENERGY
Describe how much energy is needed to run TCOM, including heat to achieve pyrolysis and gasification,
versus how much energy it will produce.
ZERO WASTE
Evaluate which is more environmentally friendly—ICOM or recycling (when recycling opportunities are
available)
Evaluate how TCOM will affect efforts to reduce, reuse, and recycle.
COST
Calculate the cost of TCOM facilities adequate for the needs of the County.
Calculate the cost to process a ton of waste with TCOM, versus recycling (when available), and versus
landfilling.
Would ICOM be put-or-pay? (The County supplies a set amount of waste, or pays a penalty,
discouraging reduce-reuse-recycle efforts)
Calculate how much waste is needed to make TCOM viable, versus how much waste the County
generates.
PLANNING
Evaluate if the County will use both BioEnergy in Waikoloa, and TCOM.
Describe how TCOM jives with the current draft of the Solid Waste Management Plan.
Describe plans for handling waste if TCOM goes out of service temporarily, or permanently.
Estimate how many local workers would be employed for TCOM.
