Unfortunately, I will not be able to attend the meeting of the Finance Committee on 8124199, How-
ever, I would like to go on record as being in favor of "Resolution 12b99" which requests the Legs-
lative fwditors office to perform a special study on the status of a~,irnal control in the CotNty of Hawaii.
As you arc all well aware, I have reported the lack of this service to you for the past two years. I am still
receiving calls from the public, asking my advice on how to get an animal related problem solved, because
they do not get any results from Hawaii Island Humane Society, I do not iutderstand how the Anima!
Control Contract could be awarded to the same agency whose services have been questioned over and over
again without doing a performance audit. Mr. Tyler has brought up in the past, on other matters, how
important it was to first do the performance audit, as the County Charter requires, IiEFORE a decision is
made. Should not the Cow~ty Charter be upheld for all contracts'! uur tax dollars are being wasted, we
are not getting the service that this agency is getting paid over $600,GOO.GG a year to perfornt.
For example, I received a call from a lady whose grandson was driving down Ka Irni l dani Ih•ive in d,e
o ~ Kona Palisades subdivision on his way home from work. Unfortw,ately, a Husky dog ran out in front of

his ca and was killed. The boy did the right thing by seeking out the owner to let them know of the sad

,r ~ news. He also notified the police and Hawaii Ista,id Humane Society, The yowlg than had $20QD0 worth

~ of damage to his radiator and front tight. The owners of the dog told him that they were not responsible
k for the actions of their pet, Hawaii Island Humane Society told him that they couldn't do anything to the
~ dog owners because it was "After the fact, the dog was already dead", Weil isn't THIS wonderful news
for all the criminals and murderers!!!! If the police don't witness the crime, I guess everyone cwi gel
