The Hawaii Department of Agriculture, Plant Industry Division, Pesticides Branch provides
these comments on the proposed ban of selected herbicides included in County of Hawaii Bill
Number 101.
To more directly comment on the proposed ban for each of the herbicides presented the
following table is provided:

There is a range of toxicity. The LD50 is a value used to determine, at what concentration or rate,
will it take to kill 50%a colony of test animals. Those animals can include rats and rabbits. The

contacted HDOA to determine if the herbicides Scythe and Avenger can be used to control
weeds on school grounds. The public school system is especially challenged since there are
limited number of groundskeepers and the custodians are given the task of managing weed
control on campus. It would be an especially large undertaking to expect the custodial staff to do
weed control in locations where rainfall is frequent and abundant. There are several thorny weed
species, such as spiny amaranth and sandbur, that can cause significant injury to children on
school campuses if these weeds are not controlled. The products that the DOE is considering for
use on school grounds will not control the roots of the weeds so that multiple applications of the
approved herbicides would need to be made in order to provide the same level of control as a
systemic herbicide, such as Roundup.
