No. 401-19 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 3:02 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 401-19, reports as follows: Resolution No. 401-19, transmitted by Finance Director Deanna Sako, via Communication No. 602 dated October 31, 2019 authorizes the acceptance of a donation of funds to be used by the Police Department towards travel and other expenses to attend the Advanced Homicide/Violent Crime Investigator course. This resolution accepts a monetary donation of approximately$2,500 from the International Homicide Investigators Association. Hawaii Police Captain Gregory Esteban explained in addition to his position with the Hawaii Police Department, he has had the privilege of serving as President for the International Homicide Investigators Association(IHIA). Captain Esteban stated the primary mission is to provide training and investigative resources to law enforcement agencies around the world. In 2016 and 2018, Captain Esteban brought the online courses to the Big Island with the intention of bringing additional training to law enforcement. Captain Esteban noted the funds are used to pay for travel expenses which are covered by the IHIA.
