Your Committee on Finance, to which was referred Bill No. 113, reports as follows:
Bill No. 113, transmitted by Finance Director Deanna Sako, via Communication No. 603 dated
October 31, 2019, amends Ordinance No. 19-73, as amended, the Operating Budget for the County
of Hawaii for the Fiscal Year ending June 30, 2020.
This bill increases revenues in the Federal Grants— State Homeland Security Program account
($164,500); and appropriates the same to the State Homeland Security Program Fiscal Year 2019
account, bringing the total appropriation to $764,500. Funds would be used to support efforts to
prevent, protect and respond to incidents, threats, and hazards within the context of terrorism.
Finance Director Deanna Sako stated they are fortunate to get additional funding on top of the$600,000
that they would normally get. These monies will be split between Police, Fire, and Civil Defense. The
funds will go towards things like increasing information technology or computer connections, being able
to identify hazardous materials, and working on the Emergency Operation Center at the West Hawaii
Civic Center.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 113, and recommends
its passage on first reading.
