SUBJECT: 2015 International Energy Conservation Code (IECC) Amendments to Chapter 5,
Building Code
Transmitted herewith for the Council's consideration and approval is a bill for an
ordinance amending Article 5, Section 5-84 of Chapter 5 of the Hawaii County Code
that pertains to energy conservation.
The State Building Code Council adopted the State Energy Conservation Code in
chapter 3-181.1, Hawaii Administrative Rules. This law took effect on March 31, 2019.
Subsequent public interest in the impact of this law resulted in the development of the
attached bill.
In order to gather public input, the division conducted two workshops which included
members of the building, architectural, and real estate sectors. As a result of the
workshop, the division received 203 comments and proposed amendments to the
State's adoption of the energy code. The comments received by the division's deadline
' were evaluated and many were incorporated into these proposed amendments.
The overall intent of these proposed amendments is to lower the cost of building on
Hawaii Island by taking into consideration our tropical climate and residents' median
income relative to the rest of the state while striving to meet the state's energy goals.
