includes $7.47 M to be reimbursed by FEMA. $10.04 M* $1.27 M $0.19 M W Implement Case Management • Contract awarded to Neighborhood Place of Puna in early September 2019 ■ Scope of work overview: ■ Provide client case management services as single point of contact in- developing individualized, goal -oriented recovery plan ■ Assessment of unmet needs ■ Facilitate access to broad range of resources ■ Monitoring of progress ■ Client advocacy when necessary 13 Implement Case Management Program progress as of November 15, 2019: ■ 1,154 clients contacted overall ■ 47 clients completed initial intake and needs assessment with case manager ■ 26 client cases open with recovery plan ■ 386 client cases closed, including 265 clients who declined services ■ 335 referrals to services 14 Implement Case Management Top Client Needs (Nov. 2019): ■ Rehabilitation of existing home or constructing a new home ■ Financial services, including access to loan products, grants, financial capability services ■ Large home appliances Top Client Questions (Nov. 2019): ■ Replacement housing outside of eruption area ■ Water catchment systems for existing homes ■ Road access 15 Comprehensive Recovery Plan Project Consultant:- Tetra Tech An action framework for recovery and resilience to facilitate meaningful recovery for the county residents and businesses that were displaced or impacted by the 2,018 Kilauea eruption. ■ Provides the County with a blueprint for recovery strategies and projects ■ Analysis will be used to inform decisions on reconstruction and funding related to recovery ■ Supports development of CDBG-DR Action Plan ■ Strategies and projects related to recovery and hazard risk reduction will be Puna -specific and County -wide 16 Volcanic Risk Assessment Project Consultant: Tetra Tech Examines the exposure of people, property,' critical facilities, environmental resources and cultural assets to the volcanic hazard: ■ Provides an overlay of high hazards such as tsunamis, earthquakes, floods, landslides, wildfires, dam failure, storm surge and sea level rise ■ Analysis will be used to inform decisions on reconstruction and funding related to recovery ■ Integration with County General Plan and County Multi -Hazard Mitigation Plan 17 Economic Recovery Plan Project Consultant: Institute for Sustainable Development Data collection and engagement with business stakeholders to determine impacts; develop goals and objectives; and identify strengths, weaknesses opportunities and threats. ■ Analyzes data collected to quantify economic impact of approx. $796M ■ Gathers information on potential business sector initiatives and projects in Puna and island -wide ■ Includes projects and initiatives aligned with six supporting strategies Economic Recovery Plan Project Consultant: Institute for Sustainable Development Preliminary economic recovery strategies based on information, needs and values shared by community: 1.
