Re: Resolution No. 126-99: Spgcial Study of Animal Control
Dear Mr. Chung and Honorable Corrvnittee Members:
We are the attorneys for the Hawaii Island Humane Society and submit the instant
written testimony regarding Resolution No.126-99 requesting a legislative audit of animal
control in the County of Hawaii.
The Hawaii Island Humane Sociery does not necessarily oppose a special study about
the status of animal wntrol if its purpose is truly to help the animals. The Hawau Island
Humane Society is confident that it has met the terms and conditions of its contract to provide
animal control for the County. In fact, based on the record, the Hawaii Island Humane
Society's treatment of animals far surpasses the standazds set out in the contract with the
County.
Although the Hawaii Island Humane Society does not necessarily object to a special
study of animal control, it is unportant to recognize that the impetus for such a study comes
from the West Hawaii Humane Society-an organization which attempted unsuccessfully to
obtain the animal control contract. As many of your corrunittee members aze awaze, several
years ago, Ginger Towle and the West Hawaii Humane Society launched what can only be
described as a hate campaign against the Hawaii Island Humane Society and its agents. Quite
simply, this is a case of sour grapes.
When the County contract was awarded to the Hawaii Island Humane Society, the
West Hawaii Humane Society appealed the County Administration's decision. Said appeal
was denied. Specifically, the Finance Dvector found that the award of the contract to the
Hawaii Island Humane Society was valid. Tn addition, in response to the many, many
frivolous accusations by members ofthe West Hawaii Humane Society, County officials have
followed up. Absolutely no specific failures on the part of the Hawaii Island Humane Society
were ever verified.
Based on the above, the Hawaii Island Humane Society requests that the fifth
"whereas" clause in Resolution No. 126-99 be stricken from the resolution.

In closing, Hawaii Island Humane Society confidently stands by its record of
professional and humane implementation ofthe animal control contract in the County of
Hawaii.
