Thank you for this opportunity to express my views re Resolution 12699.
I support the Resolution asking the Legislative Auditor's Office to perform a special study about
the status of animal contcol in the County of Hawaij.
I would hope the study would address specific issues:
Arr there adequate leash lalvs extant throughout the County? Should they be
strengthened?
2. Are there adequate laws protecting animals from being transported in the back of open
truck? Are there penalties for such actions?
3. Are there County supported and financed programs, in conjunction with veterinarians,
for public/private spay and neuter programs?
4. Has there been, or «~II there be, studies to determine the efkicacy of the "licensed
breeder" program such as is functioning in King County, WA, .wherein a pet owner must assume
responsibility for the number and disposition of puppies/kittens borne by his pet?
5. Has there been adequate audits of the Hawaii Island Humane Socieq~'s fmancial ability
to carry on programs beyond mere euthanasia of animals?
The current status of animals on the Island of Hawaii is one of neglect, maltreatment atld abuse by
oRen bnual owners who, lacking education and sensitivity to animal rights, must be regulated by
laws and penalties to refrain from such abuse or face consequences. Road-kill and abandoned
animals are an affront to a!t who respect all life; is detrimental to our vital visitor industry; is a
drain on taxpayers' finances which must be dedicated to correcting situations tvluch never should
have occurred in the first place. The County needs to focus more attention on animals, at once.
