My Name is Lorie Farrell, I am the Project Director for Hawaii Farmers and
Hawaii Cattlemen's Council Ranchers United, Mahalo for allowing us to testify on this matter. This bill isn't a
Big Island Banana Growers solution, it's part of the problem.

• Why are we passing Bills we don't even understand the
Hawaii Floriculture&Nursery
Association consequences of passing?
• Money— How are you going to pay for the $14 Million dollars
estimated cost to implement this bill? What services will you cut?
• Invasive Species and Plants; encroachment and
contamination. Public right of ways and County responsible areas
border productive ag land and will become a breeding ground that
contaminates and encroaches jeopardizing exports and food safety.
Miconia, small albizia and other species are controlled with
herbicides your banning the use of in right of ways.
• Where is the plan, it goes into effect January 1, 2020 and where is
the plan???
• This bill is a precursor to threatening private business and
property owners' rights...It's a clear attack on farmers using a
thinly veiled attempt to ban products farmers use. If it's not
aimed at agriculture why are they banning products only
legal to use on corn & soybeans...How much corn is Hawaii
County growing these days?
