I hereby certify that the following Bills passed first reading at the meeting of the Hawaii County
Council on December 4, 2019, by vote as listed below:
Bill 113: Amends Ordinance No. 19-73, as Amended,the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2020. Increases revenues in the Federal Grants—
State Homeland Security Program account($164,500); and appropriates the same to the State
Homeland Security Program Fiscal Year 2019 account,bringing the total appropriation to
$764,500. Ayes: Council Members David, Eoff, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy,
Poindexter, Richards, Villegas, and Chair Chung—9;Noes: None; Absent: None; Excused:
None.
Bill 114: Amends Ordinance No. 19-73, as Amended,the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2020. Appropriates revenues in the Federal Grants
—Local Justice Assistance Grant(JAG) Program account($76,444); and appropriates the same to
the Local JAG Program account. Ayes: Council Members David, Eoff, Kaneali`i-Kleinfelder,
Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Chair Chung—9;Noes: None;
Absent: None; Excused: None.
Bill 119: Amends Chapter 25, Article 5, Division 10, Section 25-5-102 of the Hawai`i County
Code 1983 (2016 Edition, as Amended), Relating to Permitted Uses in the "CN"District.
Addresses a drafting error contained in Ordinance No. 19-100. Ayes: Council Members David,
Eoff, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and
Chair Chung—9;Noes: None; Absent: None; Excused: None.
Bill 122: Amends Ordinance No. 19-73, as Amended,the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2020. Increases revenues in the Fund Balance from
Previous Year account($32,000); and appropriates the same to the Transfer to Capital Projects
Fund—Park Dedication account. Ayes: Council Members David, Eoff, Kaneali`i-Kleinfelder,
Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Chair Chung—9;Noes: None;
Absent: None; Excused: None.
