CALL TO The regular meeting of the Committee on Planning was called to order at
ORDER: 9:30 a.m., in the Council Chambers, Hilo, by Ms. Ashley Kierkiewicz, Chair.

AGENDA ITEMS: The Chair called Dwight J. Vicente, who registered to speak regarding
Comm. 625, and came forward when called.
CHR KIERKIEWICZ: Seeing no other testifiers, I'll close testimony at this time
and move on to business of today. Mr. Clerk, if you could read in
Communication 625?
COMMUNI- The Chair directed the Committee to proceed to the next order of business,
CATIONS: Communications.
Comm. 625: NOMINATION OF JUDY SIGRID HOWARD TO THE WATER BOARD
From Mayor Harry Kim, dated November 14, 2019, submitting for the Council's
review and confirmation the above nomination.

Confirmation by: December 28, 2019 (Section 13-4(1),
Hawaii County Charter)

Vote on Comm. 625: Mr. Richards moved to recommend confirmation of the
(Approved) appointment of Ms. Judy Sigrid Howard to the Water
Board. Seconded by Ms. Eoff and carried by the
following voice vote:
Ayes: Committee Members Chung, David, Eoff,
Kaneali`i-Kleinfelder, Lee Loy, Poindexter,
Richards, Villegas, and Chair Kierkiewicz — 9.
Noes: None.
Absent: None.
Excused: None.
Executive Assistant to the Mayor Rose Bautista came forward and
provided a brief narrative of the nominee. Committee Members spoke in
favor of the appointment. Chair Kierkiewicz informed Ms. Howard that
she does not need to appear before full Council for final confirmation.
CHR KIERKIEWICZ: Thank you, Ms. Bautista. Well, let's do a three-minute
recess.
Recess: At 9:45 a.m., the Chair called for a recess.
Reconvene: The meeting reconvened at 9:49 a.m.
CHR KIERKIEWICZ: Okay, we are back from recess.

BILLS FOR The Chair directed the Committee to proceed to the next order of business,
ORDINANCES: Bills for Ordinances.
CHR KIERKIEWICZ: Mr. Clerk, if we could please read in Bill 123?
Bill 123: AMENDS CHAPTER 25, ARTICLE 2, OF THE HAWAII COUNTY CODE
1983 (2016 EDITION, AS AMENDED), RELATING TO THE FILING FEE
FOR USE PERMIT APPLICATIONS FOR HOME OCCUPATIONS IN THE
"A" DISTRICT
Amends Section 25-5-62 by reducing the application fee to conduct home
occupations in agriculturally zoned districts from $500 to $100.

Withdraw Bill 123: MR. KANEALI`I-KLEINFELDER: Actually, I'm going to be withdrawing
this bill, so before we even vote it in I have to withdraw it. There's some
minor flaws in the bill.
CHR. KIERKIEWICZ: Okay, Mr. Clerk, it has been withdrawn. Let the record
reflect that.
MR. BROWN: Okay. Thank you.
