Your Committee on Finance, to which was referred Resolution No. 420-19, reports as follows:
Resolution No. 420-19, transmitted by Finance Director Deanna Sako, via Communication No. 629
dated November 14, 2019, creates new temporary positions for the Hawaii County Department of Parks
and Recreation.
This resolution establishes one Community Service Program Assistant and one Community Service
Worker III position, funded by the State Department of Business, Economic Development and Tourism,
to support the Elderly Activities Division's paratransit program for seniors.
Parks and Recreation Director Roxcie Waltjen explained that Roalrn Okamura, Elderly Activities
Director, wrote, submitted, and received approval for a State grant in the amount of$750,000 for a
two-year contract to provide social transportation. This would allow transportation to events from one
side of the island to the other for the elderly so that they would not have to ride the bus. This grant will
provide for the purchase of vans and allow staff to coordinate transportation for the elderly so they are
able to attend social activities and maintain their social well-being. Ms. Waltjen stated they are in the
three to six-month timeframe of the grant, during which time they are to acquire and procure vehicles
and hire two people to run and staff the program.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 420-19, and
recommends its adoption.
