Your Committee on Finance, to which was referred Resolution No. 421-19,reports as follows:
Resolution No. 421-19, transmitted by Finance Director Deanna Sako, via Communication No. 630
dated November 14, 2019, transfers/appropriates an appropriation out and from a designated fund
account and credits same to a designated fund account.
This resolution transfers $12,320 from the Hamakua Police—Other Current Expenses account and
credits to the North Hilo Police—Other Current Expenses account, to maintain operations at the
North Hilo Police Station.
Council Member Valerie Poindexter commented that this facility had a zero budget and because of that
the community was concerned of losing the police station and did not want the Laupahoehoe Police
Station to close. The community was reassured that they would not lose the Laupahoehoe Police
Station, and the Police Chief also assured Ms. Poindexter of that.
Council Member Matt Kaneali`i-Kleinfelder asked if the North Hilo Police Station's budget had
increased in the last budget cycle. Finance Director Deanna Sako responded that it was not increased
and that a couple of stations were consolidated. Police Chief Paul Ferreira stated when he looked at the
budget for North Hilo, it was zeroed out totally, and reassured everyone he was not planning to close the
station and expressed to the community he is not one to give up something he already has. He noted the
small amounts that are shown are minimal because it has been prorated for the remainder of the fiscal
year, and that in the upcoming budget, the full amount necessary to maintain the building will be
reinstated.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 421-19, and
recommends its adoption.
