No. 615/Res.No. 409-19 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 1:34 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Mass Transit, to which was referred Resolution No. 409-19, <br /> reports as follows: <br /> Resolution No. 409-19, introduced by Committee Chair Sue Lee Loy by request of the Administration <br /> and transmitted by Deputy Corporation Counsel Danny B. Patel via Communication No. 615, dated <br /> October 31, 2019, accepts the dedication of Parcel 1St, (Road"A," Kaluna Street) and Parcel 2nd <br /> (Road"B,"Keali`i Street, identified as TMK No. (3) 7-8-010:084 (por.), situated at Kahalu`u, Keauhou <br /> 1St, District of North Kona, Island of Hawaii, County of Hawai°i, State of Hawaii, from Kamehameha <br /> Investment Corporation, a Hawaii corporation. Kamehameha Investment Corp. wishes to dedicate the <br /> roadway and all improvements thereon to the County for roadway purposes. <br /> Tom Yeh, representing Kamehameha Investment Corp., noted that he provided more information in a <br /> letter submitted the previous day and distributed to your Committee as Communication No. 615.1. The <br /> subject road parcels were built in conjunction with some subdivisions that were established in the <br /> 1980s, and then around 2013 there began communication with the Department of Public Works to <br /> begin dedicating the roads, Mr. Yeh said. The applicant improved the road by widening the sidewalks <br /> on the makai side and removed the grass landscaping, which eliminated the need to irrigate the <br /> property. On the mauka side, the applicant entered into approved irrigation and landscaping agreements <br /> with homeowner associations and added xeriscaping on the median strips and along the mauka side, <br /> which will benefit the County by decreasing irrigation and herbicide costs. <br /> Chair Lee Loy noted that Communication No. 615 contained response letters from the Department of <br /> Public Works, the Department of Environmental Management, the Department of Water Supply, and <br /> the Planning Department, all of whom indicated no concerns or negative comments on the acceptance <br /> of the subject parcels. <br /> Committee Member Rebecca Villegas appreciated "the foresight and the intuition"to incorporate some <br /> newer options in road maintenance and street maintenance. She was grateful and excited for the County <br /> to have the opportunity, and was also grateful for the investments made to ensure the project met all <br /> necessary standards. Ms. Villegas said she was grateful for the use of lava in the median to create <br /> landscapes that are in alignment with the natural environment. <br /> PWMTC Report No. 18 <br />
