C JAI COUNTY OF HAWAII RECE IVED,��( Time 1240 pm By uv✓ December 1, 2019 Date 12/22019 TO: County Council,County of Hawaii FROM: John R Miller for John R Miller LLC Farm Located at 13-689 Hinalo Road (Upper Hinalo), Lanipuna Gardens TM K: 1-3-045-034-0000 RE: RE-ESTABLISHING ROADS AND INFRASTRUCTURE ON UPPER HINALO ROAD We are requesting that upper Hinalo Road be rebuilt so that infrastructure and access to our farm can be restored. Our 20 acre farm, home, and shop was located at 13-689 Hinalo Road. Most of it was covered in the recent lava flow. We had 1500 rare palms that were destroyed in the lava flow.These trees were starting seed production and some were ready for sale as large tree transplants. ' The following services were provided to our property: Hawaii County Water. All of Lanipuna Gardens' lots had County water. We all paid for individual meter hookups. I paid over$2000 for a water meter service for our farm on 13-689 Hinalo which was used for home and a palm nursery. Hawaii Electric(HELCO). We paid for pole extensions to our 20 acre lot. We needed the power for our home and in operation of our farm. My original out-of-pocket costs for the pole extensions was around $15,000. The pole extensions provided service to two one-acre lots and our 20 acre farm. There was probably around $100,000 invested in improvements to the land to make it farmable. Not all of the improved property was covered by lava...so there is a BIG incentive to,again,farm the property! We would like to start on reclaiming our farm, but we have no idea on the timeline for replacing the road and infrastructure. We really can't start on restoring the farm until we know that we will have water, power, and a road. We would like to have our services back that we invested in through the years. Without the road and infrastructure, our farm is"on hold" and just growing weed trees and weeds. The longer it takes the more it will take to restore our farm. We have added an aerial picture of the 20 acre farm provided to us by the County. The picture shows the farm a couple of years prior to the lava flow.
