Aja:, ;M.-., RESOLUTION NO. 440 20 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ALOHA CLUB OF HILO FOR THE REIMBURSEMENT OF EXPENSES INCURRED DURING THE 2019 HALE `OLUEA CLUBHOUSE HOLIDAY EVENT. WHEREAS, the Hale `Oluea Clubhouse is a voluntary, psychosocial rehabilitation program for adults with mental health disabilities in East Hawai`i, which is a branch of Clubhouse International with 300 clubhouses in 30 countries; and WHEREAS, the Hale `Oluea Clubhouse has a unique rehabilitation format where participants are "members" rather than clients, and they work with staff to foster participation through self-determination; and WHEREAS, the holiday season can be a very difficult time for individuals with mental health disabilities, and Hale `Oluea Clubhouse strives to provide a supportive, low-stress, yet festive environment for its members by providing food, social experiences, and group support through its annual Holiday Event that runs from Thanksgiving through the New Year; and WHEREAS, the Aloha Club of Hilo is a 501(c)(3) nonprofit organization that raises funds for Hale `Oluea Clubhouse and provides training for staff and volunteers as well as vocational, educational, social, and recreational opportunities; and WHEREAS, the Aloha Club of Hilo has requested funds for the reimbursement of expenses to defray the costs for food and supplies for the 2019 Hale `Oluea Clubhouse Holiday Event; and WHEREAS, the Department of Liquor Control supports public programs that promote drug-free and alcohol-free community events; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Department of Liquor Control to provide a grant to the Aloha Club of Hilo for the reimbursement of expenses incurred during the 2019 Hale `Oluea Clubhouse Holiday Event.
