RESOLUTION NO. 443 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNf AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOMELESS TASK
FORCE FOR ITS OUTREACH AND ENGAGEMENT SERVICES.
WHEREAS, Homeless Task Force is a 501(c)(3) nonprofit organization whose mission
is to provide outreach and engagement services to the homeless community within their own
habitat in West Hawai`i; and
WHEREAS, outreach and engagement are essential services toward the ultimate goal of
decreasing homelessness and guide the unhoused population to safe haven options of housing,
drug and alcohol rehabilitation; and
WHEREAS, Homeless Task Force is collaborating with social service organizations, the
Hawai`i Police Department, the Office of the Prosecuting Attorney, businesses, churches and
other agencies who are actively engaging with this target population to meet the.goal of
improving the lives of those without homes; and
WHEREAS, Homeless Task Force is requesting funds to assist with identification costs,
food, bus and taxi fare, hygiene supplies to provide resources where they can further adjust and
adapt back into the mainstream; and
WHEREAS, one of the goals of the Office of Housing and Community Development is
to provide for the development of viable communities in Hawai`i County by providing decent
housing, suitable living environments, and expanding economic opportunities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Office of Housing
and Community Development to provide a grant to Homeless Task Force for its Outreach and
Engagement Services.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Housing Administrator and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
