RESOLUTION NO. 444 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOMELESS TASK
FORCE FOR EXPENSES RELATED TO ITS HOMELESS OUTREACH INITIATIVE.
WHEREAS, Homeless Task Force is a 501(c)(3) nonprofit organization whose purpose
is to provide the homeless community with immediate referrals, resources, and tools to become
stable and self-sufficient members of society through outreach and engagement; and
WHEREAS, Homeless Task Force coordinates outreach efforts into homeless
encampments to engage individuals and offer safe haven options of drug and alcohol detox
programs, reunification with families of origin, and placement into shared and permanent
housing; and
WHEREAS, the Homeless Task Force is requesting financial assistance to acquire
identification, purchase food, clothing, bus and taxi fare, and personal hygiene items to prepare
those that are homeless for re-entry to the community; and
WHEREAS, the Office of Housing supports homeless outreach initiatives that provide
suitable living environments and expand economic opportunities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Office of Housing
and Community Development to provide a grant to Homeless Task Force for expenses related to
its homeless outreach initiative.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Housing Administrator and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
