SUBJECT: Reports attendance of Council Members at the Native Hawaiian Law
Training Course on December 16, 2019 at Council Chambers in Kona
In accordance with HRS § 92-2.5(e), I am reporting the attendance of Council Members
Maile David, Rebecca Villegas, Tim Richards and myself at the Native Hawaiian Law Training
Course held in Council Chambers at West Hawaii Civic Center on December 16, 2019.
The Ka Huli Ao Center for Excellence in Native Hawaiian Law invited elected officials and staff
of select governmental State and County entities to attend this Native Hawaiian Law training
course that focused on the trust obligations of state and county governments.
HRS Section 92-2.5(c) provides that two or more members of a board, but less than a quorum,
may attend an informational meeting or presentation on matters relating to official board
business, including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly noticed meeting of the board, the board members shall report their attendance and the
matters presented and discussed that related to official board business.
