Your Committee on Planning, to which was referred Communication No. 652, reports as
follows:
Communication No. 652, dated November 29, 2019, and transmitted by Mayor Harry Kim,
nominates Scott H. Mahoney of Council District 9 to the Hawaii County Cultural Resources
Commission(CRC).
Speaking from Hilo, Rose Bautista, Executive Assistant to Mayor Kim, introduced the nominee.
She told your Committee that Mr. Mahoney retired from Environet, Inc., in Waimea, as an
Unexploded Ordnance (UXO) Technician. He lives on the Waimea Hawaiian Homestead,where
he also owns a flower farm. Mr. Mahoney is not a member of any political party. If confirmed,
he would serve a term to end December 31, 2022.
Addressing your Committee by videoconference from Waimea, Mr. Mahoney said he was
grateful for the nomination, and that he looked forward to the opportunity to serve.
Council Member Tim Richards asked about his background work on UXO. Mr. Mahoney said he
started on Kaho`olawe and continued with private contractors.
Council Member Matt Kaneali`i-Kleinfelder said the Cultural Resource Commission has a very
important part to play. He was looking forward to hearing the decisions that he will be making
on this commission, especially in regards to how we restore and rehabilitate historic properties.
Mr. Mahoney said he was involved with a group in Ka`u, where they are trying to keep a lot of
the sites protected. His expertise is mostly hands-on; they work with na lo`i (irrigated terraces,
especially for taro) and the fishponds, and I'm also involved with an ahupua`a group from mauka
to makai. He said he takes this nomination seriously and hopes he can be a benefit. Thank you.
Mr. Kaneali`i-Kleinfelder said the items that should come to him and the CRC are very
important things that need to be protected.

Mr. Mahoney agreed, adding that he is also a member of the Hawaii Island Burial Council,
which handles similar issues because many of nd iwi (the bones) are in areas that need to be
protected.
Council Member Maile David, who acted as Committee Chair, thanked the nominee for
contributing his time and expertise to the commission.
Mr. Mahoney was informed that he was not required to appear at the next Council meeting.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 652, and recommends confirmation of the appointment of Scott H. Mahoney to the Hawaii
County Cultural Resources Commission.
