Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year agreement for Microsoft software licensing. The County's current agreement for
licensing this software expires in January 2020. The Department of Information Technology
indicates that this agreement will provide the best pricing and benefits of Microsoft software.
The Department of Information Technology requests that this resolution be waived from Finance
Committee and be placed on the January 8, 2020 Council agenda in order to expedite this
process. If there are any questions, please do not hesitate to call Jules Ung of the Department of
Information Technology at 932-2975. -

A. REQUEST:
Request a resolution to authorize the Mayor to enter into a multi-year agreement to continue the County's
Microsoft Government Enterprise Agreement.
Request to waive through Finance Committee and have it placed on the 1/8/20 Council meeting agenda.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current Microsoft EA will expire in January 2020. The County needs to enter into a three (3) year
agreement to continue receiving the best overall pricing and benefits of Microsoft software.
The Microsoft Enterprise Agreement(EA) for Government provides the best overall pricing, the benefits of
Software Assurance, as well as simplified licensing management. The EA for Government provides a
seamless way to license both on-premise software and cloud services. The County will have the flexibility to
choose software and cloud services for different user types, optimizing to fit County operational needs, and
streamline software complance and asset management across all of the County's Microsoft purchases.

RE: Resolution No. 461-20 : RESOLUTION AUTHORIZING THE PAYMENT OF

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
