Aaron Chung, Council Chair and Members of the Hawai`i County Council Hawai`i County Council 25 Aupuni Street Hilo, Hawai`i 96720 Re: Resolution for multi-year agreement Enclosed is a resolution authorizing the County to amend the current multi-year Housing Assistance Payment Contract (Agreement) with the Ainakea Senior Residences LLP, , owners of Ainakea Senior Residences. On March 1, 2010, the County's Office of Housing and Community Development entered into a ten-year Housing Assistance Payment Contract with Ainakea Senior Residences LLP, owners of Ainakea Senior Residences, which was selected for the Section 8 Project-Based Voucher Program as offered through a Public Notice dated July 26, August 2 and 9, 2009 and authorized under Resolution 276-09 on November 18, 2009. The ten-year contract is ending on February 29, 2020 and the owner has submitted a written request to extend the ten-year agreement for an additional ten years to continue to provide rental assistance for up to 29 eligible participants. REQUEST: On March 1, 2010, the County of Hawaii entered into a 10-year Housing Assistance Payment Contract (Agreement)with Ainakea Senior Residences LLP owners of Ainakea Senior Residences which provides rental subsidies to 29 eligible elderly participants with incomes at 30%-50% of area median income. The project was selected through a Public Notice dated July, 26, August 2 and August 9, 2009 and authorized under Resolution 276 09 on November 18, 2009. The purpose of the PBV program is to further the OHCD's overall goal to provide for the development of viable communities in the county by providing decent housing, suitable living environments, expanding housing and economic opportunities, and deconcentrating poverty.. The Office of Housing and Community Development(OHCD) requests Finance Committee and County Council actions authorizing the Mayor to extend the initial multi-year Agreement with Ainakea Senior Residences LLP owners of Ainakea Senior Residences. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The initial 10-year contract expiration is February 29, 2020. The owner has submitted a written request to amend the initial master agreement to extend the initial 10-year term to the maximum allowable by HUD of 20 years to February 28, 2030.
