RE. ORDINANCE BILL
AMENDING ORDINANCE N0, 93-50
RELATING TO PUBLIC IMPROVEMENTS- AND FINANCING -
FISCAL YEAR JULY 11 1993 TO JUNE 30, 1994 -
FIRE AND POLICE DEPARTMENTS
The Office of the Legislative Auditor has reviewed Bill 99 Relating
to Public Improvements and Financing in regards to lapsed projects
for the Fire and Police Departments .
Fire Maintenance Shop Extension-Waiakea, Account No . 5291. 71, Fire
Headquarters and Communications Building, Account No . 5291. 72, and
Police Evidence Storage Warehouse, Account No. 5291 . 66, were
originally appropriated in fiscal year 1990-91, Ordinance No. 90-75,
County Capital Budget. Funds were never issued and the appropriation
lapsed on June 30, 1993 .
ACT 296, 1991, Item K-35, State CIP, appropriated $1. 5 million for
plans, land acquisition, design, and construction for the Public
Safety Building, Phase III, to include the evidence warehouse.
The County expended $711., 000 of the $1. 5 million appropriation to
purchase land for the Fire Department Administration Building. This
leaves a balance of $789 , 000 for the Police Department to build their
Evidence Storage Warehouse, Radio Shop Expansion and Public Safety
Building ,
The County was authorized to purchase land for the Fire Department
Administration Building, as stated in Hawaii County Ordinance 91-51
Project Justification: Additional land is needed for the expansion
of a radio shop, evidence storage, convault fuel tank and parking
storage area for seized vehicles . More parking will be needed for
the expanded facilitieso Land may also be utilized for the Fire
Department Headquarters which must relocate due to the Alenaio Stream

ACT 296, 1991, Item K-36, appropriated $1 million for the Fire
Department Administration Building. The State appropriated $676, 000
for designing, $1, 000 for plans and $323, 000 for construction.
Although the State appropriated $676, 000 for designs, the State
allotted only $675, 000 for designs . The County awarded Oda McCarthy
Architects, Ltd. $490, 000 for the designs leaving an unencumbered
balance of $185,000 . The remaining funds of ACT 296, 1991, Item K-36
are $323 , 000 for construction, $1, 000 for plans and $185, 000 for
designs ,,
The Legislative Auditor ' s Office has made these findings through our
review:
1. The estimated cost to build the Fire Department Administration
Building is $5 . 0 million. Bill 99 is requesting an
appropriation of $1.4 million.
2 . The estimated cost to build the Police Evidence Storage
Warehouse, Radio Shop Expansion, and Public Safety Building is
approximately $1 . 5 million. The fund balance of ACT 296, 1991,
K-35, is $789, 000 , Bill 99 is requesting an appropriation of
$500, 0000
3 , ACT 296, 1991 appropriation will lapse on June 30, 1994 ,
4 , State CIP is not recorded in the County' s budget and the
disbursement to appropriate payees will be made by the State
Comptroller when properly executed vouchers are appropriately
submitted to the Department of Accounting and General Services .
The County records the property in the County' s inventory when
the project is completed.
5 . Funds appropriated in the State CIP can be used as requested only.
6 . Funds listed in the appropriation as construction can be
transferred to designs, plans and land acquisition only if they are
listed on the CIP request. Funds from designs, plans, and land
acquisition cannot be transferred back to construction.
The Legislative Auditor ' s Office has made the following
recommendations :
1. Administration request permission from State to transfer all
of the remaining funds from ACT 296, Item K-36, to the Public
Safety Building, Phase III ,
2 . Administration request $3 . 7 million in their 1994 Legislative
Package to the State for the Fire Department Administration
Building.
