Schutte, Chairman and Councilmembers Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Dear Chairman Schutte and Councilmembers : RE: Amendment to Bill 99 Alenaio Stream Flood Control - $320, 000 Attached please find a proposed Amendment to Bill 99 which will establish an appropriation for the above-mentioned project . Condemnation costs for the involved lands have been higher than expected. The condemnation is under way and the Corp of Engineers would like to commence with the bid process upon acquisition of all involved lands. We hope to have the project and funding secured before the federal -fiscal year is concluded. We are requesting that Bill 99, scheduled for first reading by the Council on July 28, 1993, be the vehicle for this appropriation. Hopefully, Bill 99, Draft 2, will be enacted no later than August 11, 1993 . Mr. Arakaki moved for the passage of Bill 99 on first reading, and to adopt Finance Committee Report 72. Seconded by Mr. Rosehill, CHR. SCHUTTE: It ' s been moved and seconded that we adopt Bill 99 . Mrs . Hale, do you want to comment on Bill 99? MRS. HALE: Yes, Mr, Chairman. I would like to know---Bill 99 appropriates $1,420, 000 for the Fire Headquarters and Communications Building. But in the committee report, they don't say where we' re going to---it says, "The committee' s understanding, the present Administration will issue GO bonds for $500, 000 to fund the Public Safety Building Phase III . The additional funding from the County, with the remaining balance from Act 296 (1991) of $789 , 000 will allow the Police Department to build the Evidence Storage Warehouse. How are we going to build the Fire Headquarters and Communications Building? MR. ARAKAKI : Are you asking me? MRS. HALE: Yeah, well, I 'm asking whoever can answer. 1 3 i 'I l f ii I 1 Hawaii o t ARA I : We' re going to have to either float os or getmoney from the Legislature it . CHR. T , do you want to come up and--- (Ati time, Finance Director came forward to address theCouncil , ) S. HALE: Well, why does the committee report only talk about the GO bonds for $500, 000 and not talk about the Fire Headquarters and Communication Building at the same time? MR. TAKAHASHI : As we discussed in the Finance Committee, what we' re doing right now is just reauthorizing the appropriation that had lapsed, okay, nothing more than that. Recognizing that in future there will be more funding the ut g requirements, hopefully, perhaps, the State will provide us some assistance; if not, then we ' ll have to come in for additional appropriations at the time when, you know, we' re ready for another bond issue. MRS. HALE: How much is it anticipated the Fire Headquarters and Communication Building is going to cost? MR. TAKAHASHI : From what the Chief had indicated, it seems in the neighborhood of $5 to $6 million. MRS. HALE: That ' s right. So, we' re just going to put this on the books, so to speak, and then go to the Legislature and ask for more money, or what? MR. TAKAHASHI : Well, what happens here is, at least if we have this appropriation, they can do some preliminary work. MRS. HALE: They can start the planning? MR. TAKAHASHI : Yeah. MRS, HALE: And then we can use that, maybe, as justification to go to the Legislature? MR, TAKAHASHI : That ' s right. 2 I Hawaii County Council July 28, 1993 MRS, HALE: Thank you. CHR. SCHUTTE: Mr. Childs . MR. CHILDS: Yes, Mr. Chairman, thank you. Mr. Takahashi, I wanted to clarify something on the memo from Mr. Ikeda, clarifying some of the background events here. It indicates that the State CIP for $1. 5 million , construction, of the Public Safety Building, including the warehouse. In the next paragraph it mentions that roughly half of it, a little over $700, 000 was used to purchase land for a different purpose--a Fire Department Administration Buildin . Is that within the scope of flexibility that the State grant was given in, is that legal? MR. TAKAHASHI : We didn' t do the acquisition. The acquisition, upon our request, okay. State did the acqu�s p q .Y So, these monies did not float through the County coffers . I believe the Administration at that time discussed the essence with the Governor, and the Governor gave his approval. So,--- MR. CHILDS: So, the comment here that the County expended $700, 000 is not quite correct? MR. TAKAHASHI : No. MR. CHILDS: And so the State sanctioned the expediture for a different purpose than the appropriation? They appropriated for Fire Safety, but authorized expenditure for a different Administration Building. MR, ARAKAKI : Maybe I can answer Mr. Childs, because I was involved in the negotiation for this money. What happened was, when we went in to ask for money for the fire station, our local legislators got us $1 million; and then the Mayor, at that time, said, "Oh, we need more money, because now we've got money to do some plans and designs, but we don' t have money to buy the land, " and assuming that they would have money to buy the land. 3 Hawaii County Council July 28, 1993 So, the only vehicle we had was the evidence warehouse, you know, the Police Safety Building; and it was supposed to be on the same plot of land at that time. So, they appropriated money using that vehicle. So, we used that vehicle to purchase the money; the State purchased it, the land, with it, Since that, the Police have decided to build their Public Safety Building on another parcel; but now the County owns this particular parcel* So, we want to go ahead and move ahead with the Fire Safety Building on that particular parcel . CHR., SCHUTTE: All right, Mr. De Lima. MR, DE LIMA: Thank you, Mr. Chairman. You know, when this matter came up for the Fire Department building when they did the designs, you know, some criticism was in regard to the design in that it included a workout area in an administration building. The criticism was that we didn't need another fitness room in an administration building for the Fire Department, because the firefighters are actually out in the various fire stations . Unlike the Police Department where they have a fitness room, but their police officers report to that headquarters as well. I 'm just hoping that given that they may go back to the Legislature, I would hope that we can get some discussion on the designs of these buildings before we approve the appropriation of the monies . I would like to at least have a concept of what we' re approving For example, this Public Safety Building Phase III, you know, I can appreciate the need for an evidence locker storage room, but I don' t think---you know, I don' t know what is the concept. So, perhaps on second reading, they can come to our meeting and give us a little bit more of a foundation in terms of what they intend to build. Because if they' re going to build a monument for an evidence storage locker, I 've got a problem with that. But if it ' s going to be something that we can afford, which hopefully that' s their plans, if we can 4 a aii County Council1 get a better understanding. Because I don'tthink any of us sitting here have a real concept of what they' re oin build. , if they cancome concept what ' s goingto be built, my comfortlevel 0 increase. Because I was not really satisfied the designs of the Fire Headquarters Building. I fact, I took great exception the thing was . So, when we asked the architect as to how that plan derived, what occurred was, they interviewed all different fire officials, and everybody tossed t, you know, what they would like to see; and theyput p a plan based on that comprehensive input. But maybe that ' s not really in the interest of the taxpayers to do it that way. So, I 'm a little concerned about that. I recognize that this is only a portion of the funding, but if we can get some input in the terms of what ' s going to actually be constructed, I 'd feel a little bit more comfortable. So, if we could do that in second reading, I think that would be appropriate. Thank you. 5
