Attached please find A Bill For An Ordinance amending the Capital Budget
for 1993-94 by reappropriating the following lapsed projects,
FIRE DEPARTMENT
Fire Maintenance Shop Extension - waiakea 167, 000
Fire Headquarters and Communications Building 11420,000
POLICE DEPARTMENT
Public Safety Building Phase III 500, 000
The Fire Headquarters and Communications Building and Police Public
Safety Building Phase III projects have State appropriations which we
would want to utilize in addition to the County' s funds .

AN ORDINANCE AMENDING ORDINANCE NO. 93-50 RELATING TO PUBLIC
IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 1993
TO JUNE 30, 1994 .
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII :
SECTION 1 . Ordinance No. 93-50, Relating to Public Improvements
and Financing Thereof For the Fiscal Year July 1 1993 to June 30,
1994 , is hereby amended by adding the following projects:
FIRE DEPARTMENT
Fire Maintenance Shop Extension - Waiakea $ 167, 000
Fire Headquarters and Communications Building 1 ,420,000
POLICE DEPARTMENT
Public Safety Building Phase III 500,000
SECTION 2 . Funds for the aforementioned projects shall be
provided from General Obligation Bonds or any available source of
funds
SECTION 3 . This ordinance shall take effect upon its approval.

Your Committee on Finance, to which was referred Bill 99 ,
reports as follows :
The purpose of Bill 99 is to amend Ordinance 93-50 , the Capital
Budget for the Fiscal Year ending June 30 , 1994 , by
appropriating funds to the following accounts :
Fire Department
Fire Maintenance Shop Extension Waiakea $ 167 ,000
Fire Headquarters & Communications Building 11420 ,000
$1,587 ,000
Police Department
Public Safety Building Phase 111 500 ,000
087 ,000
The funding source shall be GO Bonds or any source of funds
available .
It is the Finance Committee ' s understanding that the Fire
Department ' s Fire Maintenance Shop Extension-Waiakea for
$167 ,000 .00 and Fire Headquarters and Communications Building
for $1 ,420 ,000 .00 were budgeted in 1990-91, Ordinance 90-75 ,
the County CIP Budget. Both appropriations lapsed because
funding was not available .
The Finance Committee understands that the Fire Department
needs $5 , 000 ,000 . 00 to build the Fire Headquarters and
Communications Building.
It is the Committee ' s understanding that the present
administration will issue GO Bonds for $500F000 -00 to fund the
Public Safety Building Phase III . The additional funding from
the County with the remaining balance from ACT 296 , 1991,
Item K-35, of $789, 000 . 00 will allow the Police Department to
build the Evidence Storage Warehouse and Police Radio Shop.

Pursuant to Chapter 10-6 of the County Charter , anytime during
the fiscal year , the Council may amend the Capital Budget by
two-thirds vote of the entire Council .
Your Committee on Finance is in accord with the intent and
purpose of . Bill 99 and recommends that it pass first reading ®
