Your Committee on Finance, to which was referred Bill No. 124, reports as follows:
Bill No. 124, transmitted by Finance Director Deanna Sako, via Communication No. 644 dated
November 27, 2019, amends Ordinance No. 19-74, as amended, relating to public improvements
and financing thereof for the Fiscal Year July 1, 2019 to June 30, 2020.
This bill adds the Public Works Paniolo Avenue Rehabilitation project for$5.5 million to the
Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital
Projects Fund—Fund Balance and/or Other Sources. Funds would be used for paving and
rehabilitating Paniolo Avenue in Waik6loa.
Council Member Herbert M. "Tim"Richards, III, explained this bill will assist in moving
forward towards working on the junction between Paniolo Drive and Waik6loa junction. Funds
would be used to get the project done. Mr. Richards stated he will be conducting community
meetings to get input from the community, during which time they can begin the planning and
get the planners and traffic engineers to see what is best for the community.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 124, and
recommends its passage on first reading.
