This very unique stand of approximately 600 mango trees along
the County owned Pohoiki Road in Puna is nominated for your
consideration as a grove of "Exceptional Trees of Hawaii."
The quiet, formidable grove of trees forms a 50+ ft. high
interlocking canopy of light speckled green shade along a serpentine
tunnel which is the road. The visitor or traveller also sees the
slices of sunlight which illuminate the dense, green foliage which
becomes a breathtaking experience in this distinctive Puna
rainforest. The experience lasts for 1 1/2 miles in length and for
generations in time.
Attached are the nomination form, the bill for the ordinance,
map, photographs and a supportive letter to the Planning Director
from the Mayor.

I have received a letter from Xo Openheart, President of the
Puna Outdoor Circle, informing me that the mango grove in Puna
is threatened by potential road widening that may be required
to accommodate an expanded Pohoiki Park or the proposed golf
course.
Such a development runs contrary to my policy of preserving
these trees. It is also troubling, since the County's Arborist
Advisory Committee has offered recommendations that would allow
these trees to remain, while accommodating any necessary road
improvements.
These trees are very special to the people of Puna, who have
demonstrated their strong commitment to preserving them for
current and future residents as well as our visitors. I share
that commitment and support their nomination as "exceptional
trees".
Therefore, take the necessary steps to preserve the mango grove
in Puna. Such action is not only consistent with the policy of
this administration, but will also serve the best interest of
everyone involved.

Your Committee on Planning, to which was referred Bill No. 700
relating to exceptional trees, reports as follows:
Bill No. 700 amends Chapter 14, Article 10 of the Hawaii County
Code, as amended, by adding one grove of approximately 600 mango
trees to the existing list of twenty-five exceptional trees.
The mango tree grove, approximately70 years old, forms a canopy
over the county -owned Pohoi.ki Road in Puna for a length of
1.5 miles. The mango tree grove has provided a breathtaking
experience in the Puna rainforest to many visitors and travelers.
The mango tree grove is growing on a county easement running on both
Sides of the road.
Your Committee inquired if the present code has language to deal
with trees that become diseased, damaged or unsafe to the public.
It was requested that staff research the inquiry.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 700 and recommends that it pass first reading.
