Vote on Comm. 654 (Approved) Requires Council Confirmation by: January 12, 2020 (Section 2-215(k), Hawaii County Code) Ms. Eoff moved to recommend confirmation of the appointment of Ms. Alexandra Kelepolo to the Public Access, Open Space, and Natural Resources Preservation Commission. Executive Assistant to the Mayor Rose Bautista came forward and provided a brief narrative of the nominee's background and experience. Committee Members spoke in favor of the appointment. Bill 124: AMENDS ORDINANCE NO. 19-74, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1. 2019 TO JUNE 30. 2020 Adds the Public Works Paniolo Avenue Rehabilitation project for $5.5 million to the Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund – Fund Balance and/or Other Sources. Funds would be used for paving and rehabilitating Paniolo Avenue in Waikoloa. Reference: Comm. 644 Intr. by: Ms. David (B/R) Motion to Approve: Ms. Poindexter moved to recommend passage of Bill 124 on first reading. Seconded by Mr. Richards. CHR. DAVID: Mr. Richards, go ahead. MR. RICHARDS: Yeah, thank you, Chair. This is to move forward, working on the Waikoloa Junction, the junction between Paniolo Drive and Waikoloa junction. So anyway, this—getting that, this is the primary concern for the greater Waikoloa community, and this will be addressing that. This is the funding to get it done. We'll be starting with community meetings, probably just after the holidays, and getting some input while they do the planning, and then we'll seek the planners, the engineers, and the traffic engineers to figure out what's best for the community. December 17, 2019 Bill 127: AMENDS CHAPTER 12 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO THE PROCEEDINGS FOR THE FORMATION OF IMPROVEMENT DISTRICTS Modifies provisions to increase efficiency and program flexibility to encourage the formation of improvement districts. Reference: Comm. 655 Intr. by: Ms. David (B/R) Motion to Approve: Mr. Richards moved to recommend passage of Bill 127 on first reading. Seconded by Ms. Poindexter. CHR. DAVID: And I believe we Director Sako in our Hilo office. Will you please come forward and give us a rundown or explanation of this proposal, if you will? (Note: At this time, Finance Director Deanna Sako came forward to address the members of the Committee.) MS. SAKO: Good afternoon. CHR. DAVID: Aloha. MS. SAKO: Hi. Chapter 12 is our Improvement District chapter and kind of leaves out the rules and how we do things to form an improvement district, and one of the things that we need additional of on our islands is improved infrastructure. So in general and when an improvement district is formed, the County department closely related to that, whether it's Water or Sewer, will kind of lead up the project. They'll get it designed and constructed. And then, you know, we bill the improvement district members and they reimburse us for that work. Page 5 FC -25 December 17, 2019 So there are times when a district is formed and there is one landowner, because the property hasn't been subdivided and developed yet, and in those cases I think it would really help to speed things up, if we could give them some of the authority to do that construction with, of course, the oversight of the County to make sure it's constructed to our standards because the improvements will then of course be dedicated to us like the others are as well. So I think it just helps to kind of keep things moving, and hopefully the projects will move along faster. We've had some that have been stalled by departments, and so we're trying to keep things moving and make things better for our island. CHR. DAVID: Thank you, Director. Questions, Council Members? No? Mr. Chung, go ahead. I mean, Chair Chung, go ahead. MR. CHUNG: Deanna? MS. SAKO: Yes? MR. CHUNG: Yeah, it's Aaron. MS. SAKO: Hi. MR. CHUNG: Who was involved in drafting this? MS. SAKO: Our bond counsel, Brian Hirae and the Corporation Counsel. MR. CHUNG: Okay, they worked together then. I know Brian, too, worked on other matters. Okay, and he is an expert. I just wanted to know. Did you guys ever talked to Alan Okamoto, too? Incidentally, he was the architect of the original, you know, the existing MS. SAKO: I don't know that we went back this time, but yeah, Brian checked it out and made sure we're not violating any of the rules related to improvement districts. MR. CHUNG: Yeah, okay. Maybe if you can have Brian to talk to Alan, too. I know they know each other. MS. SAKO: Okay. MR. CHUNG: Yeah, okay. I was just kind of curious. Brian really is a solid guy. Okay, thank you. CHR.
