Pursuant to Section 249-13, Hawai`i Revised Statutes, notice is hereby given that the Hawai`i
County Council will be holding public hearings to hear testimony on Bill No. 260 and proposed
Draft 3 (and/or any other drafts adopted at Council's meeting of May 5, 2004):
Bill No. 260 proposes to amend Chapter 24, Article 4, Section 24-17 of the Hawai`i
County Code 1983 (1995 Edition) Relating to Vehicles and Traffic. Bill No. 260
proposes to raise the annual vehicle weight tax rate for passenger vehicles by 1/4 cent
per pound (from 1/2 cent to 3/4 cent per pound). It also proposes to raise the rate for
trucks, truck-tractors, road tractors, trailers and semi-trailers weighing 6,500 pounds
or more by 1 cent(from 1 cent to 2 cents per pound). Bill No. 260 commits the
increased revenues to fund ongoing highway maintenance, resurfacing, and paving
of roads in the County. Proposed Draft 3 commits a portion of increased revenues
for Mass Transit Agency Services. The effective date of the proposed vehicle
weight tax increase would be January 1, 2005.

Hawai`i; the Office of the Mayor, 75-5706 Kuakini Highway, Suite 103, Kailua-Kona, Hawai`i;
and the County Council's Kona Branch Office, 77-6399 Nalani Street, Suite 104, Kailua-Kona,
Hawai`i (during the hours of 8 a.m. through 4 p.m.).
All persons desiring to express their views on the above matter may do so orally at the hearing
and must register prior to the convening of the meeting. Those unable to attend may submit their
written statements by Wednesday, May 19, 2004, 4:30 p.m. to the County Clerk's Office,
25 Aupuni Street, Hilo, Hawai`i 96720. Written statements submitted after this date, through
May 20, 2004, 4 p.m., may be submitted to the County Council's Kona Branch Office,
77-6399 Nalani Street, Suite 104, Kailua-Kona, Hawai`i 96740.
