Your Committee on Public Safety,to which was referred Communication No. 691,reports as
follows:

Communication No. 691,transmitted by Managing Director Roy Takemoto, dated December 20, 2019,
nominates Donna Mae Springer to the Police Commission.
Rose Bautista, Executive Assistant to the Mayor, introduced Donna Mae Springer. Ms. Springer 3
is retired from the County of Hawaii in 2012 after more than 25 years of service. She currently
works part-time for Kamehameha Schools Hawaii campus. She was a volunteer for the Visitor
Aloha Society of Hawaii and member of the Aloha Exchange Club of East Hawaii.

Ms. Springer thanks the Council for the opportunity to serve.

Council Member Susan Lee Loy states per Rule No. 11 of the Rules of Procedure and
Organization, that she will not be voting on this matter. The remaining Council Members are in
support of the nomination. Chair Villegas stated that Ms. Springer is not required to appear
before the Council for final approval.
The Committee on Public Safety is in accord with the purpose and intent of Communication
No. 691, and recommends confirmation of the appointment of Donna Mae Springer to the Police
Commission.
