Your Committee on Planning,to which was referred Communication No. 688, reports as j
follows:
Communication No. 688, dated December 20, 2019, and transmitted by Managing Director
Roy Takemoto on behalf of Mayor Harry Kim, nominates Nicole Lui of Kailua-Kona to the
Cultural Resources Commission. If confirmed, she would serve a term to end December 31, 2024.

A 58-year resident of Hawaii who previously served on the commission between 2013 and
2017, Ms. Lui is employed at Kaloko-Honokohau National Historical Park, where she assists
with ethno-historical and archaeological reports. She is a volunteer with numerous community
organizations and is not affiliated with any political party.
Ms. Lui was invited to speak before the Council,thanking them for the opportunity and
providing further information on her background and experience, including her interest in
genealogy, cultural preservation, preservation of places, and desire to share the past with the
community. She acknowledged and thanked her parents who were also present in the Council
Chambers for the nomination.
Council Member Tim Richards, thanked Ms. Lui for her service to the community, noting her
impressive credentials and his admiration for her purpose-driven approach to cultural
preservation.
Council Member Maile David wholeheartedly supported the nomination, adding, "in order to
move forward, we need to acknowledge and respect the past."
Council Member Rebecca Villegas noted her gratitude to have someone with so much
experience and perspective serving as it is "imperative for the resiliency of District 7 and
continued growth to have conservation and recognition of our cultural sites."
Council Member Matt Kaneali`i-Kleinfelder urged Ms. Lui to look deeply into why the Cultural
Resources Commission was created and to use that knowledge to make good decisions.

Planning Committee Chair Ashley Kierkiewicz thanked Ms. Lui°s parents for"raising a strong
mana wahine" and said she looked forward to her efforts to help the County elevate culture and
help tell the stories of this place we are all lucky to call home.
Pursuant to Article 44, Section 2-226 of the Hawaii County Code, the Cultural Resources
Commission shall consist of nine members, appointed by the Mayor and approved by the
Council. Representation may include professionals and persons with special interest in
architecture, history, archaeology, architectural history, Hawaiian Culture, ethnic history, and
culture of Hawaii County.
Ms. Lui was informed that she was not required to appear at the next Council meeting.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 688, and recommends confirmation of the appointment of Nicole Lui to the Hawaii County
Cultural Resources Commission.
