TESTIMONY ON BILL NO. 126(2019)—Hawaii County Energy Code Bill
To Council Chair Chung,Vice Chair Eoff and members of the Hawaii County Council:
Hawaii LECET is a labor-management partnership between the Hawaii Laborers' International
Union of North America, Local 368, its' 5000+members and its' 250+unionized contractors.
The Laborers' International Union of North America is the largest construction union in the
United States.
Mahalo for the opportunity to testify in SUPPORT of the Hawaii County Energy Code Bill
No. 126. Hawaii LECET supports the intent of Bill No. 126 and would like to request minor
clarifying amendments.
To be consistent with section(31)and to provide further clarification in section(29), amend
TABLE R402.1.2 of the International Energy Conservation Code as attached to this testimony.
Bill 126 will ensure that the sustainability and safety benefits of mass wall construction are
recognized in the revisions of the Hawaii County Energy Codes, as these revisions will help to
create codes that are tailored to Hawaii County's unique climate, resulting in greater energy
efficiency and cost savings.

insulation,the installed R-value of the insulation shall not be less than the R-value specified in the table.

fenestration SHGC requirements in climate zones 1 through 3 where the SHGC for such skylights does not exceed 0,30.
c."15/19"means R-I5 continuous insulation on the interior or exterior of the home or R-19 cavity insulation at the interinr of the basement wall.
"I5/19"shall
be permitted to be met with R-13 cavity insulation on the interior of the basement wall plus R-5 continuous insulation on the interior or exterior
of the home.
"10113"means R-10 continuous insulation on the interior or exterior of the home or R-13 cavity insulation al the interior of the basement wall.
d.R-5 shall be added to the required slab edge R-values for heated slabs.Insulation depth shall be the depth of the footing or 2 feet,whichever is
less in Climate
Zones I through 3 for heated slabs.
e.There arc no SHGC requirements in the Marine Zone.
E Basement wall insulation is not required in wami-humid locations as defined by Figure 8301.1 and Table 8301.1
