Aloha Council,
I would like to express my opposition to Bill 131.
An expenditure of this size is rare in Pahoa and the location selected offers a minimum of positive attributes for the
money
and a number of negative attributes.
As a former president of Mainstreet Pahoa Assoc.I am aware that the village has for decades been trying to develop
a bus
reception area in the center of the village. This location should be preferred for a county bus hub. The land adjacent
to the former
Akebono Theater is ideal for county buses and for tour buses.Pahoa needs tourist business seriously. A bus facility
in the village heart
would be an economic boon to the village.The proposed location across from Pahoa High School is too removed
from the town to be
beneficial economically. The County should be maximizing the benefits from this expenditure,not minimizing the
benefits.
Also the Puna Community Development Plan does not ask for or encourage development on highway 130. The
proposed site is outside the defined PCDP
Regional center boundaries and if developed as proposed would tend to encourage development at and along the
highway which is specifically discouraged in
The PCDP. I speak to you as the former chair of the Land Use Working Group of the PCDP. The"preferred"
location would also carry increased risk of accidents,injuries
and possible traffic deaths at the highway location.
The county should seek to purchase the land proximate to the Pahoa Community Center and the former Akebono
Theater. It is a superior location with
broad benefits to a longer list of stakeholders.
