Subject: Herbicide Bill 101 Veto
Aloha Honorable Council Members,
I wish to give testimony on the agenda item to consider Mayor Kim's veto of Bill 101 to ban County use
of herbicides.
I have given prior testimony on my concerns about this bill, but my focus of this testimony is a bit
different. I was concerned about the apparent disconnect recently between the Council and the
administration on a number of issues, but this bill is a good example. I believe Mayor Kim's veto was
reasonable and based on solid research and probable input from key department heads. His objections
were coupled with suggestions to address them. I don't believe his veto letter precluded an eventual
ban of presently used herbicides by the County, but it simply addressed concern about the ability for the
affected departments to implement the bill in a reasonable time and manner. It also addressed
concerns about the County exceeding its authority in federal and state controlled areas.
I have no idea what is behind the apparent animosity toward the Mayor and administration, but as a
concerned citizen, I can only advise you that many of my neighbors and friends notice it, and we would
like to see our leaders work things out and show a little more aloha to each other. Working issues out
amicably usually requires two way communication with both sides having an open mind and a
willingness to compromise. This is a new year,so perhaps it's a good opportunity for our County
officials to try and work in concert. My suggestion is to have the bill sponsor sit down with Mayor Kim
together with the affected department heads and develop something that is agreeable to both sides and
supported by both the Council and the administration. I sensed from watching the Council meetings
that the department heads were not totally convinced that the bill in its present form would work well.
It would be in the best interests of the citizens to pass something that is effective and supported by
those who are charged with its implementation. Wouldn't all of you who supported this bill feel better
knowing that DPW and the DPR are on board with this and will do their best to implement the ban
ASAP?
I am reaching out to you because I believe you are all reasonable and have great love for the Big Island
and its people. There are many difficult issues facing the Big Island right now, but I know we can solve
much by all working in unison.
