Y. Chung, Chairman and Council Members Hawai'i County Council 25 Aupuni Street Hilo, HI 96720 Dear Chairman Chung and Council Members: Thank you for agreeing to hear the request to increase the compensation amount to Leong, Kunihiro, Benton & Brooke as Special Counsel to the Department of Human Resources, Workers' Compensation Division. I apologize that I am not able to attend the Council meeting on January 22, as I am serving as a panel member for arbitration interest hearings on Oahu. I would like to submit my written support for the increase in the compensation amount for Leong, Kunihiro, Benton & Brooke as Special Counsel to the Department of Human Resources, Workers' Compensation Division. The assistance and guidance that the Special Counsel has provided to the Workers' Compensation Division has been invaluable. This firm has served as Special Counsel to Workers' Compensation Division for the last 5 years. The case knowledge and many years of experience that this firm has in the area of defense counsel related to workers' compensation claims is a tremendous asset to our Workers' Compensation Division and the County of Hawai'i. The Special Counsel represents the County in our most challenging workers' compensation claims. They provide claims management oversight, make recommendations regarding settlement negotiations, pertinent evaluations and investigation, and promote claim resolution and closure. I respectfully request that you vote in favor of increasing the compensation amount for the Special Counsel. Sincerely, Comm. No. • William V.
