The regular meeting of the Committee on Public Safety was called to order
at 9:05 a.m., in the Council Chambers, Hilo, by Ms. Rebecca Villegas, Chair.

STATEMENTS The Chair directed the Committee to proceed to the next order of business,

PUBLIC ON
AGENDA ITEMS: The Chair called Dwight J. Vicente, who registered to speak regarding
Comm. 691, and came forward when called.
CHR. VILLEGAS: Thank you. At this time I see no more testifiers, so we're
going to close public testimony. Clerk, can you read in Comm. 690?
COMMUNI- The Chair directed the Committee to proceed to the next order of business,
CATIONS: Communications.
Comm. 690: NOMINATION OF BENJAMIN AGDEPPA TO THE FIRE COMMISSION
From Managing Director Roy Takemoto, dated December 20, 2019, submitting
for the Council's review and confirmation the above nomination.
Requires Council
Confirmation by: February 2, 2020 (Section 13-4(1),
Hawaii County Charter)

Ms. David moved to recommend confirmation of the
appointment of Mr. Benjamin Agdeppa to the Fire
Commission. Seconded by Ms. Poindexter and carried
by the following voice vote:
Ayes: Committee Members David,
Kaneali`i-Kleinfelder, Kierkiewicz,
Poindexter, and Chair Villegas — 5.
Noes: None.
Absent: Committee Members Chung, Eoff,
Lee Loy, and Richards — 4.
Excused: None.
Executive Assistant to the Mayor Rose Bautista came forward and
provided a brief narrative of the nominee. Committee Members spoke in
favor of the appointment. Chair Villegas informed Mr. Agdeppa that he
does not need to appear before the full Council for final confirmation.
CHR. VILLEGAS: Alright, Mr. Clerk, would you please read in the next
communication?
Comm. 691: NOMINATION OF DONNA MAE SPRINGER TO THE POLICE COMMISSION
From Managing Director Roy Takemoto, dated December 20, 2019, submitting for
the Council's review and confirmation the above nomination.
Requires Council
Confirmation by:
CHR. VILLEGAS: Ms. Lee Loy.
February 2, 2020 (Section 13-4(1),
Hawaii County Charter)
MS. LEE LOY: Yeah, thank you, Chair. And this is not a reflection of the
nominee. Based on the advice from counsel, under Rule 11 of our Rules and
Procedures, I will not be voting on this matter. Thank you.
Vote on Comm. 691: Ms. Kierkiewicz moved to recommend confirmation of the
(Approved) appointment of Ms. Donna Mae Springer to the Police
Commission. Seconded by Ms. Poindexter and carried by
the following voice vote:
Ayes: Committee Members David,
Kaneali`i-Kleinfelder, Kierkiewicz,
Poindexter, Richards, and Chair Villegas — 6.
Noes: None.
Absent: Committee Members Chung and Eoff — 2.
Excused: Committee Member Lee Loy — 1.
