Enclosed is a resolution authorizing the Mayor to enter into a Memorandum of Agreement (MOA) with the State of Hawaii Department of Health, Chronic Disease Prevention and Health Promotion division for these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $49,500 to the Planning Department's DOH Complete Streets program account. The Planning Department is requesting that this bili be waived from the Finance Committee and be placed on the February 5, 2020 Council Agenda in order to expedite the receipt of these funds. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Quick Build Projects are intened to deliver improved saftey, new transportation and better health outcomes by quickly implementating projects that promote walking, bicycling and tranist through safe, connected routes and health community design. The Couty of Hawaii passed a Complete Streets Policy in October of 2011 (Res. 171-11). A quick build project is opportunity to demonstrate simple Complete Streets Design elements that take into consideration all modes of travel The State Department of Health, Chronic Disease Prevention and Health Promotion Division is providing funds for the planning, implementation and purchasing materials for Quick Build Project in the vicinity of Federally funded SNAP-ED school within Hawaii County.
