Re: Operating Budget
The State of Hawaii Department of Health, Chronic Disease Prevention and Health Promotion
division is providing $49,500 of federally derived funds to the County of Hawaii to implement a
"Quick Build” demonstration project in relation to the County of Hawaii Complete Streets Policy.
Enclosed is a resolution authorizing the Mayor to enter into a Memorandum of Agreement (MOA)
with the State of Hawaii Department of Health, Chronic Disease Prevention and Health
Promotion division for these funds. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $49,500 to the Planning Department's DOH Complete
Streets program account.
The Planning Department is requesting that this bili be waived from the Finance Committee and be
placed on the February 5, 2020 Council Agenda in order to expedite the receipt of these funds. If

A. REQUEST:
Request a resolution for the County to enter into a Memorandum of Agreement with the State Department of
Health, Chronic Disease Prevention and Health Promotion Division for the purpose of receiving grant funds
to implement a "Quick Build" (e.g. Tactical Urbanism, Pop-up, Placemaking etc) demonstration project that
utilize simple physical objects that can be cheaply purchased and chealy installed to improve local
communites' built environment promoting walking, bicycling and transit . This Agreement covers the period of
January 1, 2020, to December 31, 2020.
Please create an ordinance to appropriate funds up to $49,500.00 to revenue account 010.3309.25 and
expense account 010.141.5141.61.104.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Quick Build Projects are intened to deliver improved saftey, new transportation and better health outcomes
by quickly implementating projects that promote walking, bicycling and tranist through safe, connected routes
and health community design. The Couty of Hawaii passed a Complete Streets Policy in October of 2011
(Res. 171-11). A quick build project is opportunity to demonstrate simple Complete Streets Design elements
that take into consideration all modes of travel
The State Department of Health, Chronic Disease Prevention and Health Promotion Division is providing
funds for the planning, implementation and purchasing materials for Quick Build Project in the vicinity of
Federally funded SNAP-ED school within Hawaii County.

Bill No. 135 : AN ORDINANCE TO AMEND ORDINANCE NO.
19-73, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020.
Pursuant to Section 2{g} of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
