Re: Agreement with the State of Hawaii Department of Transportation
Enclosed is a resolution to enter into a Memorandum of Agreement with the State of Hawaii
Department of Transportation, Airports Division to provide mutual assistance for the suppression
of fires within the various airport establishments and civilian communities adjacent to and/or
surrounding the Airport facilities.
The Fire Department requests that this resolution be waived from Finance Committee and be
placed on the February 5, 2020 Council agenda in order to expedite this agreement. If there are
any questions,please do not hesitate to call Melanio Lorenzo, from the Hawaii Fire Department
at 961-2921.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into and agreement with the State of Hawaii,
Department of Transportation, Airports Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii and the State of Hawaii Department Transportation Airports Division wish to enter
into a Memorandum of Agreement (MOA) to provide mutual assistance for the suppression of fires within the
civilian communities situated to and/or surrounding the Ellison Onizuka Kona International Airport, Waimea-
Kohala Airport and Hilo International Airport.
The Department is requesting a waiver from Finance Committee hearing and further requests that the
resolution be heard by the Council at its next schedule meeting. ,

RE: Resolution No. 472-20 RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF
HAWAII DEPARTMENT OF TRANSPORTATION, AIRPORTS DIVISION
PURSUANT TO HRS 46-7, FOR MUTUAL ASSISTANCE WITH THE HAWAII
FIRE DEPARTMENT IN A FIRE EMERGENCY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
