Re: Operating Budget
The U.S. Department of Housing and Urban Development in collaboration with the Department of
Veteran's Affairs, is providing an additional $48,101 to the Office of Housing and Community
Development's Housing Choice Voucher Program. The funds will be used for Housing Assistance
Payment subsidies and to cover various expenses. In the current fiscal year's budget, $18,529,329
is appropriated for this grant.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional
funds into the Office of Housing and Community Development's Voucher Rental Subsidies
account, bringing the total grant appropriation to $18,577,430.

A. REQUEST:
We request to amend Ordinance 19-73. The 2019-2020 Operating Budget to increase the Budget in the
Housing Fund as follows:
The Office of Housing and Community Development is requesting the appropriation of$48,101.00 to the
Housing Choice Voucher Program (Account Number 152.3301.54). This amount represents a projected
increase in revenues from the US Department of Housing and Urban Development (HUD) to be used for
Housing Assistance Payment subsidies (VASH), and is to cover the expenditures account number
152.461.5466.30.371, Voucher rental subsidies.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On December 17, 2019, the County of Hawai'i (County) was informed that HUD in collaboration with the
Department of Veteran's Affairs (VA), V21/Pacific Islands HCS Facility, awarded the County under Notice
2019-15 (Registration of Interest for HUD-VASH Vouchers from the FY19 allocation) to receive an allocation
of ten (10) Fiscal Year 2019 HUD-Veterans Affairs Supportive Housing (VASH) vouchers.
On January 13, 2020, HUD sent the County an award letter via email and a Consolidated Annual
Contributions Contract (CACC) Amendment.
The agreed upon effective date for these intial HUD-VASH vouchers and funding will be April 1, 2020.
The increase in appropriation reflects the updated allocation to be received from the U.S. Department of Housing
and Urban Development for the period July 1, 2019 to June 30, 2020 for the Housing Choice Voucher HCV
(Section 8 program). The $ 48,101.00 is to be used for payment of rental assistance for eligible participants
in the program.
