Dear Chair Chung and Council Members:
In accordance with the County Charter Section 13-4, 1 submit Riley Smith, a business
owner in Kailua Village for reappointment to the Kailua Village Design Commission.
The Council confirmed Mr. Smith on February 20, 2019 to fill a vacant term that expired
on December 31, 2019. He is now eligible to serve a full 3-year term that will expire on
December 31, 2022. According to the report led by your Committee on Planning,
several committee members offered favorable comments about Mr. Smith after hearing
his original nomination.
As noted previously, Mr. Smith is a member of the Democratic party.
Due to the needs of the Board, I respectfully ask that this nomination be waived through
Committee and placed on the full Council agenda of February 5, 2020. 1 further request
a waiver of Mr. Smith's appearance as he last appeared before Council on February 4,
2019.
Your continued favorable confirmation is requested. Please contact me if you have any

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
